Job Description

SUMMARY: Participates and contributes to the senior management team of the Credit Union. Plans, organizes, and controls the activities and staff involved in the study, design, development and installation, daily operation, maintenance and security of information processing systems including network operation, general communications and computer systems. Leads feasibility studies for system improvement, analyzing complex data, preparing long-range system project proposals with priority recommendations. Prepares operational forecasts, schedules, controls and reports progress of system design/development and installation activity. Develops and maintains vendor relationships, negotiates and administers contracts. Reviews facility and equipment requirements and prepares related recommendations. May be responsible for decentralized information processing applications. Prepares and administers project and departmental budgets and reports on departmental actions and strategies. Provides the staff with required training and resources. Responsible for the employment, counseling, performance evaluation, motivation, and discipline of employees. May manage through lower level employees. Interfaces with CEO/President, the Senior Management team and ALCO to develop and plan operational objectives, services and programs which will implement the policies of the Board. Develops controls to monitor operating activities such as dormant accounts, records preservation, and the like. Position holds title as Information Security Officer. ESSENTIAL DUTIES AND RESPONSIBILITIES: include the following, with Quality Member Service being the primary responsibility of this position. Other duties may be assigned. Must maintain the Credit Union's policies regarding Ethics, Standards of Conduct and Confidentiality. Must maintain the same in all matters pertaining to all areas of the credit union and its subsidiaries. Responsible for compliance with security policies and procedures for designated department(s). As a member of the senior management team, serves as a security safety manager. Develops, implements, maintains, and fulfills both short term and long-range goals to meet Credit Union financial objectives. Dispenses advice, guidance, direction, and authorization to designated staff to carry out major plans and procedures, personnel actions, etc. Ensures that managers follow through with assignments; develops a reporting mechanism for goals and accomplishments; and develops and monitors department strategic plan. Establishes and maintains an open and effective system of communication throughout the organization. Oversees division budgets, allocates and maintains control of operational resources, and assures timeliness of product releases and project deadlines. Plans, assesses, and recommends staff training and development programs, while meeting the objectives of the Credit Union. Responsible for the employment, counseling, performance evaluation, training, motivation, and discipline of assigned employees. Actively participates and networks with industry on operational management. Actively participates as a member of the Credit UnionSenior Managementteam. Represents organization in manner appropriate for an executive level. Serve on committees as assigned by CEO. Assist on special projects as assigned. Perform other duties as assigned by CEO on an as needed basis. As the Information Security Officer, assumes the role and responsibilities on reporting of internal, external and physical related security activities which must be reported separately and treated as a separate program. Remain up-to-date on all regulations as they pertain to information systems, technology and management. Ensure quarterly reporting of intrusion and vulnerability reporting to meet BOD involvement as well as meet Policy Section XIV Monitoring and Reports. This role is a critical success factor to meet GLBA compliance. Is responsible for the total administration, planning, organizing, directing and controlling the quality of services, daily operations and short/long term planning for the IT and IS departments. Reviews activities, costs, operations and forecasts of Service Centers and designs and implements operational policies. Reviews and recommends new methods and procedures to ensure the delivery of quality service to members. Must be familiar with procedures and regulations relating to each department. Ensures the application of and compliance with established operating policies and procedures of the Credit Union and all applicable regulatory bodies. Contributes to and ensures compliance with the Credit Union's overall Enterprise Wide Risk Management Program. Responsible for the coordination of planning, testing and ongoing maintenance of a specific Enterprise Wide IT security and risk management plan. Responsible for the administration of systems, PC's, networks, printers, servers and other peripherals with the ultimate goal of 100% uptime service to the staff and members of the Credit Union. Responsible for the coordination and ordering of new communication lines, equipment and hardware. Responsible for coordination of maintenance and repairs of equipment and hardware as needed. Responsible for coordination of planning, testing and successful loading of system(s) updates and releases. SUPERVISORY RESPONSIBILITIES: Carries out supervisory responsibilities of employees in the Information Technology department in accordance with the organization's policies and applicable laws. Responsible for the employment, counseling, performance evaluation, training, motivation, and discipline of assigned employees; addressing concerns and resolving problems. Plans, assesses, and recommends staff training and development programs, while meeting the objectives of the Credit Union. QUALIFICATIONS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE: Advanced degree and extensive experience in a financial institution is preferred. Minimum of a Bachelor's degree in Computer Science, related field or Business Administration or comparable experience. Eight to ten years experience in system design, planning and installation for Credit Unions. Knowledge of Credit Union products and services desirable. Must be effective speaking to large groups of people about the Credit Union philosophy while explaining services and benefits of being a member. Must be able to train employees at all skill levels. Effective organizational and communication skills. NOTE: This is a top-level position in the Credit Union. This incumbent is responsible for the full scope of the function and normally reports directly to SVP or CEO.
