The International Planned Parenthood FederationWestern Hemisphere Region (IPPFWHR) is seeking a consultant or a group of consultants to compile the information to develop a web and mobile base UN Resources Platform The assessment must be completed during the period of January 2013 June 2013 Interested consultants are requested to prepare a one page Expression of Interest that includes A full proposal that should include a time line and a budget An overview of relevant experience and expertise that meet the Terms of Reference below At least one sample of similar work Expressions of Interest should be sent to Maria Antonieta Alcalde (malcaldeippfwhrorg) and Mandy Van Deven (mvandevenippfwhrorg) by close of business on January 21 2013 Background IPPFWHR is a recognized leader in the international movement to ensure access to sexual and reproductive health care as a human right for all In partnership with 40 Member Associations in the Americas and the Caribbean we provide nearly 29 million services a year and work to secure government policies that improve peoples lives We aim to improve the quality of life of individuals by campaigning for sexual and reproductive health and rights through advocacy and services especially for poor and vulnerable people In the next few years there are several opportunities to determine the framework for the next global development agenda during key intergovernmental negotiations and meetings With governments the United Nations and advocates considering how best to attain global sustainability ensure access to health and reduce poverty coordinated and strategic advocacy efforts are essential to preserve hardwon gains made in recent decades and ensure that sexual and reproductive health and rights factors prominently in the new development agenda Improving the Accessibility of UN Language and Information Using the most targeted and appropriate language is one of the most direct ways to influence the outcome of intergovernmental negotiations For many advocates the main goal of influencing the outcome is to ensure that the language in the final outcome document is as progressive as possible This is a task that requires experience capability knowledge of the language and understanding of the political context and the way each term has been used over time especially in international or regional intergovernmental negotiations IPPFWHR will use its expertise in the area of international advocacy to strengthen the capacity of advocates governments and United Nations agencies to efficiently use United Nations agreed language terms and data to advance sexual and reproductive rights and health To that end we are seeking to create a web and mobilebased platform to facilitate access to UN agreed language a glossary of key technical terms and fact sheets related to sexual and reproductive health and rights in a userfriendly and easily searchable format The platform will be comprised of three sections A compendium of UN agreedupon language with the most updated information about relevant language for sexual and reproductive rights and health and gender equality agreed upon by various UN bodies A sexual and reproductive health and rights glossary with key terms as understood in the context of international negotiations especially at UN headquarters in New York The glossary will also provide examples of both a bad and good use of a specific term Key data and fact sheets on sexual and reproductive rights related issues Key characteristics and functions Searching and grouping large quantities of information The platform will have a specialized search function that allows users to use search terms and sections of the database to pull up relevant UN language definitions and data For example if a user types in child marriage they would be redirected to a relevant results page with agreed UN language and definitions related to child marriage as well as key facts about child marriage They would also be able to sort child marriage data according to specified categories For example UN language in all CPD and CWS outcome documents Currently we estimate approximately 600800 pages of text to be included in the system Search function will identify similar and related concepts and provide them in the search results For example if a user types in comprehensive sexuality education the platform should also offer education of human sexuality and education for population in the search results options Give experts recommendations and comments The platform will give the user tips and recommendations about how to better use the information provided by the platform It will provide the best 3 options in order of preference but will also provide examples of the worst use of key terms and a brief explanation why if used they would roll back past gains A simple yet attractive aesthetic that is designed according to IPPFWHR branding guidelines and allows for easy display of complex information The platform would be accessible online and through mobile devices including tablets The platform would be developed to accommodate four languages though only information in English will be available during the platform development The online platform would be housed on our main website at ippfwhrorg Key tasks Kickoff meeting with IPPFWHR staff to discuss look feel and function Following this meeting the development of a platform concept Development design and installation of the platform including a database and specialized search function Information architecture (developing global tag system and categorizing information appropriately) Upload all the information (provided by IPPF WHR) to the platform The information upload will be done in phases according with the time line Integration into IPPFWHRs website (drupal) Site testing and debugging Graphic design consistent with IPPFWHRs overall branding guidelines Collaborate with IPPFWHR staff in the testing of the platform Participate at the Experts Group meetings Deliverables Searchable database interface and content library for web and mobile platforms Howto guide for users Howto guide for database maintenance and updating Others agreed at the kick off meeting Draft Timeline Time Activity January 2013 KickOff meeting Start the compilation of information First expert group meeting February 2013
