recruitment process South Puget Sound Community College is currently accepting applications to create a candidate pool for an Information Technology Specialist 5 ProgrammerAnalyst in the Information Services department The College anticipates an opening soon and recruitment is open to all applicants who meet the required qualifications stated below Applications received by the closing date will seven days of this posting The ITS 5 ProgrammerAnalyst is a fulltime classified position reporting to the Chief Information Officer and the Web Team at South Puget Sound Community College (SPSCC) This position is responsible for design development implementation and technical maintenance of interactive datadriven applications that support the colleges mission It also provides professional support (consultation planning organization coordination analysis design programming documentation and testing) and project delivery for applications and services for the college The ITS 5 ProgrammerAnalyst works both independently and as part of a team with other programmeranalysts web developers data analysts and Public Information Officer to meet the needs of the College its divisions and departments for timely access to information and processes through the application of appropriate technologies This is a senior level position that has considerable discretion in applying advanced technical knowledge and skills to resolve complex needs This position is a 40 hour overtime exempt permanent classified position This appointment starts at 501000 per month (Range 66 of the Department of Personnel Salary Schedule) with periodic increases to 657500 IMPORTANT NOTE Temporary Salary Reduction From July 1 2012 through June 29 2013 a 3 temporary salary reduction will be in effect for most state positions The salary listed above does not include this reduction Essential Functions Provide analysis and programming support to the Colleges web development team Identify technology solutions to increase institutional efficiency and effectiveness Research current and emerging trends in technology to proactively plan and develop future user interaction solutions Research and assess 3rd party proprietary opensource and custombuilt solutions Integration of legacy and 3rd party systems to provide best possible user experience Writing modifying and debugging software code QA testing troubleshooting monitoring and debugging of Web applications to ensure stability security and exceptional user experience across multiple platforms Work as a part of a development team to conduct user needs analyses and work with users to improve and simplify business processes using technology and continuous process improvement concepts and techniques Collaborate with campus Institutional Research staff for business intelligence systems design and to evaluate acquire and implement new technologies for data warehousing analysis and display Work with IT Team to design and implement common application development methodologies and delivery mechanisms including shared code libraries current documentation etc Required Competencies Experience with multiple enterprise development tools including Sharepoint development and or other webbased development tools SQL server development administration (MS SQL or other) MS Reporting Server development administration or equivalent AD Design and implementation Net or other web service design and development Integration of nonproprietary and proprietary technologies AnalysisDevelopment Needs analysisrequirements gathering SOAweb services Microsoft tool chain development experience Required Qualifications Experience and Abilities Bachelors degree in computer science or related field or equivalent combination of education and experience Three years of progressive experience in programming and analysis in large complex organizations Demonstrated competence with multiple programming environments including Microsoft NET tools Sharepoint as well as open standards environments Demonstrated experience in delivery of solutions that meet or exceed user needs and improve processes Experience with complex relational databases data warehousing and data management Excellent oral and written communication skills with ability to effectively convey ideas and information using language that is appropriate to both the complexity of the topic and the knowledge and understanding of the audience Demonstrated ability to understand and effectively respond to end users needs Thorough understanding of the software development lifecycle and ability to communicate project status issues and resolutions to team members and stakeholders Demonstrated ability to prioritize multiple tasks and projects to meet ongoing and sometimes competing deadlines Demonstrated ability to analyze problems and make appropriate decisions or judgments relating to complex projects Demonstrated commitment to documentation of systems and ongoing process improvement Excellent teamwork and interpersonal skills with ability to establish and maintain successful and effective relationships with a diverse multicultural staff and student population Preferred Qualifications Experience in a Higher Education environment Knowledge of SBCTC statewide data management systems Experience working with vendor supplied enterprise resource planning systems Experience implementing an ADSQLReportingSharepoint system including migration from legacy system(s) Familiarity with ADA compliance requirements for WA State agencies Familiarity with current UCD and UX research and bestpractices Physical Work Environment This position will work primarily in an office environment and requires manual dexterity mobility and a moderate amount of physical effort The ability to work under pressure meet deadlines and accommodate numerous interruptions while performing multiple tasks is essential This position may require moving boxes or equipment weighing up to 30
