|Summary Seeking a Chief Technology Officer (CTO) for a midsize digital communications company in the Washington DCBaltimore area The CTO will align the technology vision with the business strategy of the organization while leading the IT team and working very closely with the Product Development and the Product Brand and Marketing teams The position will generally possess advanced knowledge of both Information Technology Digital Product Development and Management and General Management while being responsible for the integration of new or existing technology into business operations The position participates in and is responsible for the longterm technical strategy of the organization The position will serve as the interface between the IT function and the senior management team and will also have ultimate responsibility for the daytoday operations of the IT function This role is to plan coordinate direct and design build and provide direction and leadership for technology solutions that enhance missioncritical business operations The role will actively participate in strategic and budgetary planning and priority setting This position will collaborate directly with senior level decision makers to identify recommend develop implement and support costeffective technology solutions as they relate to both existing and new products This role will also direct the vision and leadership for developing and implementing efficient and effective solutions for the technology infrastructure areas of the organization Essential Duties and Responsibilities include the addressing shortterm tactical issues Specifically in the software space you must serve as the primary visionary for the development and deployment of secure scalable extensible and maintainable architectural software solutions Represents the needs and interests of all technologies as a member of the organizations senior management team and works with the senior management team in defining and executing strategic and tactical business goals Directly oversees and manages technical staff and consultants including staff with varying degrees of expertise from at least the following areas engineering database administration custom and third party application development software quality operationsservice desk including digital areas such as SEO search cms social media mobile text and email Sources the appropriate IT technical talent and leadership and develops existing talent in order to ensure that technical development resources support the technology vision of the organization This is carried out by selecting assessing developing mentoring managing and retaining top technical talent Demonstrates successful project management skills and has the ability to implement various strategies such as SCRUMLEANSix Sigma strategies Leads and is responsible for the oversight strategy development and management of the business technology platform and change initiatives including managing the resources required for any new technologies while concurrently managing current resources during any migration andor transition period(s) Leads research efforts for new architectural innovations frameworks and techniques with close collaboration with Product DevelopmentManagement and Product Branding and Marketing to optimally support and align with the Companys sales and marketing efforts Participates and leads in company level strategic planning exemplifying teamwork within the departments and across departments Oversees technology architecture for all products services and new initiatives including identifying and interpreting trends in technology Participates in business planning and communicates technical knowledge and vision of both current and future technology related to companys competitive position Identifies evaluates and selects new and emerging technologies that can be assimilated within the organization and significantly improve competitiveness Presents papers and presentations at tradeshows client events and other external clientfacing events which position the company as a technology leader in the respective space Monitors industry market trends and competitors and provides intelligence on the competitive landscape and key trends occurring in the industry Responsible for the development of alliances and partnerships and managing the outcomes of such third party supplier relations to assure quality vendor contributions Oversees the quality of work performed by consultants and coordinates with selected vendors to achieve costeffective optimal solutions for both onshore and offshore development as well as inhouse contractors Ensures all technology is following a consistent repeatable and successful set of best practices Is responsible for the vision and direction around best practices in the areas of technology documentation including but not limited to product documentation acceptance secure software development lifecycle coding and approachpractices Where necessary will make certain that systems that require validation are appropriately validated Develops and manages an environment that appreciates and understands the value of quality including a Quality System that ensures the appropriate quality environments procedures work flows testing and remediation Develops and manages an enterprisewide disaster recovery and business continuity plan Develops and manages budgets for the information technology group including but not limited to technology projects initiatives and operational areas Uses the time reporting system for the department in an effective manner to manage resource planning and capitalizednoncapitalized projects Completes administrative tasks in a timely Qualifications Education andor Experience Masters degree (MA) in Computer Science or other Technology area or one in Business Business or Technology from a four (4) year college or university or equivalent and twenty (20) or more years related experience andor training are required These requirements may be substituted for an equivalent combination of education and experience where applicable as described below Overall twenty (20) years or more experience in Technology with an emphasis on digital based applications custom applications open source systems third party technologies data systems and databases and data warehouses Specifically have experience and knowledge in at least the following technologies net java sqlperl rails php siebel and oracle Approximately fifteen (15) or more years experience managing technical teams Experience in executing and transitioning through at least two (2) major system migrations form a legacy custom environment which included integrated yet disparate systems and data systems and services to the development design and deployment andor integration of a core delivery platform utilizing either third party systems andor custom applications For any and all custom and third party applications must have considerable experience in managing and rolling out new releases and functionality Language Skills Ability to read analyze and interpret common technical journals financial reports and legal documents Ability to respond to common inquiries or complaints from clients regulatory agencies or members of the business community Ability to effectively present information to colleagues and senior management and outside groups Must demonstrate a command of the English language (read write and speak) Mathematical Skills Ability to apply advanced mathematical concepts where necessary (eg logarithms or permutations) and the ability to apply mathematical operations to such tasks as analysis of variance etc Reasoning Ability Ability to define problems collect data establish facts and draw valid conclusions Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and handle with several
