| PROGRAM DESCRIPTION The Cancer Bioinformatics is an information initiative of the National Cancer Institute Center for Biomedical Informatics and Information Technology (NCI CBIIT) JOB DESCRIPTION The successful applicant will be responsible for developing and performing operations and maintenance (OM) on software to support the grants management system of the NCI leveraging the NIHs IMPAC II system The focus of this position will be on SOArelated development Responsibilities will include all steps in a full software development life cycle (SLDC) including requirements review functional and design specifications implementation testing and analysis and maintenance of the NCI webbased grant management applications The candidate will be responsible for developing code unit testing supporting integration and user acceptance testing and deployment The candidate will also assist in analyzing and address production issues and provide inputs to software development artifacts Responsibilities will include designing and writing productionready code and testing to meet software technical and business requirements developing full stack applications using Java Struts 2 Spring Hibernate Javascript JQuery and J2EE Oracle SOA BPEL working with Oracle database developers in PLSQL and Hibernate using ScrumAgile and RUP in the software development life cycle reviewing user requirements (use cases) and translating them into analysis and implementation models and providing development support from inception to transition phases of software development The successful candidate may be expected to present the technical solutions to the users customers and other stakeholders BASIC QUALIFICATIONS Possession of a Bachelors Degree from an accredited college or university in Biomedical Science Computer Science Information Systems Health Care Informatics or related field or four (4) years of experience in lieu of a degree Foreign degrees must be evaluated for US equivalency In addition to educational requirements a minimum of six (6) years of experience developing with JavaJ2EE Spring Oracle SOA Suite 10g Business Rules Business Process Execution Language (BPEL) Experience developing J2EEWeb applications using frameworks and application server technology such as Tomcat Knowledge of XML creating routing services using WSDL creating transformation maps using XSL Experience in at least one of the following configuration management tools Subversion Clearcase PVCS and build automation tools such as Ant Maven BuildForge or similar Experience with issue tracker software such as Jira Must be able to understand the business uses of data and develop designs and specifications to meet those requirements Must be an effective verbal and written communicator able to work with both technical and business users Must have strong attention to detail and an inquisitive mindset Must have a commitment to delivering highquality software and data Must demonstrate a sense of urgency and the ability to work independently and proactively in achieving team and individual objectives Must be comfortable in a dynamic and fastpaced environment Must be capable of working in a collaborative team environment as well as independently on tasks A strong candidate should have initiative be willing to learn new skills and technologies as necessary and be able to determine the methods and procedures required for use on assignments Must be able to manage assigned tasks and be proactive in gathering the necessary information that is required to fulfill tasking This position is subject to obtaining a Public Trust Clearance PREFERRED QUALIFICATIONS Experience with designing databases and developing entityrelationship diagrams Experience with Object Oriented Design and use of Design Patterns Production support experience Strong understanding of RDBMS systems concepts and programming using SQL and PLSQL with Oracle Direct experience with NIHs IMPAC II system and NCIs extensions Experience with Oracle PLSQL Experience with Crystal Reports |
