| Department of Administrative Services Information Technology Enterprise (ITE) is seeking a Manager to supervise and oversee application development mainframe mainframe software support web application environment and database staff Individual must have a thorough understanding of general IT (Information Technology) concepts and intimate knowledge of applications development mainframe hardware and software and other major systems used in a data center environment Manager will make work assignments coordinate the activities of and provide supervision to approximately 30 individuals Application Development Web Team and Database Staff Management Build relationships with State agencies to identify and meet their software development needs Foster innovation with ideas for new enterprise applications and supervise their development by State and 3rd party staff Responsibilities will include ontime and onbudget delivery of applications developed inhouse and by 3rd partycontracted software developers and database and system administrators Routine work includes development in PHP Java ASPNET SQL Java mobile application development DB2 and web application environment administration for ITE customers Manager will be responsible to ensure commitments are met with all resources billing 65 or more of the programs work time to customer projects and should be familiar with software development lifecycle Mainframe Management Individual will be responsible for meeting customer service level agreement guarantees managing disaster recovery capabilities and developing plans to manage mainframe operations into the future Must develop and maintain a holistic understanding of mainframe operations in Iowa that supports the administration management and oversight of all aspects of the service including interfaces to print operations network services storage subsystems and data trading partners Systems and data centers are staffed 24 hours a day (3 shifts) 7 days a week with requirements for a very high degree of availability and reliability to deliver services that support customer agencies programs that directly affect the health safety and economic wellbeing of Iowa citizens Financial management duties for areas supervised Create review and approve plans for hardware and software acquisition staff augmentation and authorizations for expenditure and other purchasing justification and documentation for spending authority review Maintain update and manage capital spending plans in compliance with DAS and ITE initiatives Control costs through the evaluation of contracts suppliers and methods of delivering services to continually find the most economical way to deliver services with no compromise in integrity or quality of service delivery Applicants will need to possess a minimum of twelve semester hours of education six months of experience or a combination of both or a specific certificate license or endorsement in the following areas 130 Mainframe Business Applications 161 Operations 956 Systems ProgrammingSystems This position is exempt from the screening and referral requirements of the Iowa Department of Administrative Services Human Resources Enterprise Applications to DAS HRE only will not be considered To apply for this position please send a resume and a cover letter that outlines your experience as related to the position directly to Department of Administrative Services Information Services Enterprise ATTN Steven Larson 1305 East Walnut Des Moines IA 50319 Email stevenlarsoniowagov Please be precise when outlining your experience as related to the position and selective(s) noted Position is open until filled please submit resume and cover letter for immediate consideration This position is exempt from the State merit system and serves at the pleasure of the Department of Administrative Services Information Technology Enterprise Chief Information Officer |
