| Program Manager - Emergency Management / COOP - Physical & Personnel Security Management - ITA Location: Washington DC Metro Area Security Clearance: Top Secret Shift/Hours: 1 FT/PT Status: Full Time Employment Job Code: 2013:21INFOSY-003 Essential Duties & Responsibilities: Provide full-time program management support for the management and execution of ITA Physical Security, Personnel Security, and Continuity of Operations tasks as indicated below: Continuity of Operations. Provide full-time contract support for the comprehensive development, maintenance, and testing of the IT Continuity Operations programs including: design and implementation of Threat and Risk Assessments; MEF Analysis; MEF Risk Assessments; IT Contingency Plans; COOP Plans; Testing, Training & Exercise Plans; Risk Analysis Mitigation; Organizational Communications Plans; and analysis of effectiveness of all areas of current and potential COOP related programs. Physical Security, Personnel Security, Safety and OPSEC. Refine and review the processes necessary to support the thousands of devices managed by ITA and the facilities where they are housed to include the addition of Base Realignment and Closure (BRAC) facilities. Ensure that processes and controls are documented and in place to physically safeguard the ITA networks and accompanying assets from unauthorized access. Regarding Personnel Security, ensure that the 1400+ employees of ITA have the appropriate security clearances needed to do their jobs, with the correct *need to know* accesses to facilities, data and knowledge from other personnel. Regarding Safety Management, ensure that policies and procedures are in place to provide each employees of ITA a safe place to work in accordance with Army Regulation AR 385-10. Regarding Operations Security, define the approved use of ITA*s IT infrastructure by all ITA employees who have access to any ITA information systems and ensure OPSEC compliance IAW AR 530-1. Program Management. Provide effective Program Management to the contract to include management of all labor, supervision, materials, transportation, quality assurance, and other support the tasks outlined in the contract. The Program Manager provides overall management and supervision of assigned contractor personnel and is authorized to commit ASD resources to achieving program objectives. The Program Manager also performs tasks in a collaborative environment working closely with the Government Contracting Officer Representative and Task Monitors. Provides leadership supports to contractor personnel while serving in multiple roles as diverse as Team Lead to support staff. Program Manager is also responsible for development and final review of executive level briefings and reports to include Yearly Program Plan, Quality Assurance Report, After Hours Emergency Support Plan, Financial Status Reports, Monthly IPRs, and weekly and monthly updates. Required Qualifications: Must be proficient in: Word; Excel; SharePoint; shared drives; Deltek Time & Expense with ESS; Microsoft Outlook; PowerPoint; AKO; SIPR Net; VPN; EANS (Send Word Now); and Adobe Acrobat Pro. Bachelors or Masters in Business Administration or Business Management Experienced in Emergency Management / COOP - Continuity of Operations Must have: PMP Certification and 5+ years of experience with COOP planning, development; implementation for large Defense related IT systems; experience with security management; prior military or DoD experience * (desired); Testing, training, and exercising of COOP Plans; contractor management experience including gantt charts and matrices; experience with facilitation of alternate worksite development and utilization; familiarity with emergency management and recovery for Federal departments and agencies; and possession of excellent oral and written communication skills.
